Secretary of State Marco Rubio clarifies that the U.S.-authored peace proposal serves as a negotiating framework built from Russian and Ukrainian input, with both sides facing tough concessions ahead.

Secretary of State Marco Rubio took to X to clear up confusion about the peace proposal currently making waves in diplomatic circles. The framework, he explained, was written by the United States and incorporates feedback from Russia along with earlier input from Ukraine.

The proposal landed in front of President Volodymyr Zelenskyy on Thursday during meetings in Kyiv. It's meant as a starting point for negotiations rather than a take-it-or-leave-it deal, according to Rubio's account.

By Saturday, President Donald Trump stepped in to clarify that the offer drawing heat from critics in Europe and stateside isn't set in stone.

The Hard Part

Rubio posted Thursday that getting to a workable peace deal means having honest conversations about what's actually achievable. Both Russia and Ukraine will need to swallow some bitter pills and make concessions neither particularly wants to make, he acknowledged.

Up next: Rubio and special envoy Steve Witkoff are set to sit down with Ukrainian negotiators in Geneva.
