There are corners of the financial world so obscure, so fraught with complications, that even the ETF industry has steered clear. Venezuela has been one of them. But that might be changing.
Bloomberg reported Tuesday that Teucrium Investment Advisors filed with the SEC to launch the Teucrium Venezuela Exposure ETF, a product that would give investors equity exposure tied to Venezuela. Yes, that Venezuela — the one famous for hyperinflation, debt defaults, and sanctions, not exactly the poster child for liquid, investable markets.
If approved, this would be the first ETF designed specifically around Venezuelan equities or companies heavily exposed to the country. And the timing is anything but coincidental.
The filing dropped just days after U.S. authorities arrested Venezuelan President Nicolás Maduro and his wife, a political earthquake that sent shockwaves through Venezuelan assets. The Caracas Stock Exchange rallied over 16% on Monday, building on recent gains fueled by speculation that regime change could unlock economic reforms, foreign investment, and eventual sanctions relief.
But here's the catch: the proposed ETF wouldn't actually hold Venezuela-listed stocks directly. Instead, it aims to track an index of Venezuela-based companies plus firms that either hold more than half their assets in the country or pull in over 50% of their revenue there. It's a workaround that acknowledges the reality of trying to access a tiny, thinly traded local market while still offering a directional bet on the country's future.
Not everyone is convinced this is a good idea. Venezuela's equity market is notoriously difficult to trade, lacking both depth and transparency. Bloomberg Intelligence senior ETF analyst Eric Balchunas put it bluntly: Venezuela is a frontier country with no liquidity, and the filing looks like issuers trying to capitalize on a fleeting moment.
Balchunas expects demand for a Venezuelan equity ETF to be niche at best. Still, in a $13.6 trillion ETF market packed with nearly 5,000 products, sometimes novelty is enough to get attention.
